Substitute/Guest Teacher Program

IU 13 has an ongoing need for daily substitute teachers and paraeducators to work with students with special needs throughout Lancaster and Lebanon counties. Substitutes may choose the geographic locations and the types of classrooms in which they wish to work, in addition to their own flexible schedule preferences.

Minimum Qualifications:

  • Paraeducator Substitute - High School Diploma
  • Teacher Substitute - Valid Pennsylvania Certificate in Special Education or completion of Guest Teacher Training (described below)

Per Diem Rates:

  • Paraeducator Substitute: $80.00
  • Teacher Substitute: $100.00–$125.00

Substitute/Guest Teacher Training

Lancaster-Lebanon IU 13 offers the Guest Teacher Training on behalf of Lancaster and Lebanon County school districts. Individuals who have earned a bachelor’s degree in any content area are eligible to enroll in the program. The Pennsylvania Department of Education (PDE) allows school districts and intermediate units to apply for an emergency certification for qualified applicants. Applicants completing the Guest Teacher Training requirements are eligible to substitute in IU 13 classrooms and area school districts.

The Guest Teacher Training is a three-day program that begins each day at 8:00 AM and ends at 3:30 PM. A continental breakfast is provided each day. Lunch is on your own. There is an on-site cafeteria. A $50 non-refundable registration fee, an interview, completed PA Standard Teaching Application, and references are required prior to the training. Registration is on a first-come/first-serve basis. 

To register, the following three items MUST be received in the Human Resources Services Office by the registration deadline:

IU 13 Human Resources Services will contact applicants with a date and time to attend an interview prior to the training. Any applicant who fails to attend an interview will not be invited to attend the training program. Paperwork will not be accepted at the interview.

The additional items below will be required to complete the participant’s file. Please carefully review the guidelines provided below and follow all instructions. Bring any completed paperwork with you to the training. (These items are not required to attend the training but must be received before a participant is eligible to begin substitute teaching.)

Additional program requirements

  • Any additional paperwork will be provided to each participant at the training.
  • Each applicant will be required to complete a classroom observation. Contact information for the participating school districts will be provided at the training. The classroom observation will be waived for those participants holding a teaching certification from any state. Participants will be required to provide a copy of the teaching certificate from the issuing state.

Foreign-Educated Applicants

A person educated in a foreign country may be eligible for substitute teaching provided the applicant meets the requirements set forth by the Pennsylvania Department of Education (PDE).  Each foreign-educated applicant will be required to have his/her credentials evaluated. A list of organizations is provided on PDE’s website.

Substitute Renewal Information

Emergency Certified Substitute Teachers (IU 13 and/or school district classrooms)*

Substitutes who hold an emergency permit for day-to-day substituting through IU 13 must renew their emergency permit each year.  All emergency permit requests must now be processed through the Pennsylvania Department of Education Teacher Information Management System (TIMS). This process applies to all emergency permit-holding substitute teachers, whether they work in IU 13 classrooms, school district classrooms, or both. As usual, IU 13 will provide a renewal packet (including substitute preference forms) to all Guest Teachers in June, via US mail. The renewal packet must be completed in addition to initiating the permit request in TIMS.

*This information is applicable to substitutes who currently hold an emergency permit through IU 13.  Candidates who are interested in substituting but who have not yet attended an IU 13 Guest Teacher Training should NOT enter a permit request in the TIMS system at this time.

IU 13 Paraprofessional and Special Education-Certified Substitutes

Substitutes who do not hold an emergency permit and substitute solely in IU 13 classrooms as Special Education-Certified Teachers, or as Paraeducators, Personal Care Assistants, or Health Care Assistants, must complete a new IU 13 Substitute Preference Form each year. The IU 13 Substitute Preference Form is available using the link below, and can be completed electronically or printed and completed by hand. The form should be returned to IU 13 Human Resources at the address, e-mail address, or fax number provided on the form. There is no fee for this renewal.
